Two months later, that hasn't been done, and City Council members are not pleased. LACK OF CONSENT: Date rapist William McDonough was sentenced Thursday to 30 years in prison for forcing himself on a woman in his Warehouse District apartment after a night on the town. Two more rape charges are pending against him in Orleans Parish Criminal District Court. DEAL SEALED: New Orleans public schools have a new superintendent. The School Board on Thursday approved a four-year contract with Avis Williams, agreeing to pay her $300,000 a year with the possibility of 3% annual raises plus incentives totalling $20,000 year for meeting performance benchmarks.
