NARVESON | Staff writer Constitutional amendments: A handful of changes to Louisiana’s constitution are up for voters to decide on this week, among them an overhaul of the complicated system local governments use to deal with tax-delinquent property. Update: Two children who were hospitalized after a drive-by shooting that killed their 8-year-old sibling are recovering and expected to survive their injuries, a Baton Rouge police spokesperson said Monday.
