This means the amendment will appear on Utahâs general election ballot, but any votes cast wonât count. The amendment would have lifted restrictions in the Utah Constitution that limit the use of state income tax revenues to schools and some human services needs. It also would have removed the stateâs 1.75% share of sales tax on food purchases.
