Paul Cobler reports that while the CATS system in Baton Rouge has a zero-tolerance policy on positive drug tests, a non-driver remains on the payroll, even after a TV station reported on the purported test results. And out on Independence Boulevard, there are more developments today at State Police headquarters. The agency's second-in-command is now on leave while investigators look into what happened with his agency-issued cell phone. The agency's head had ordered an investigation into the wiping of Doug Cain's cell phone about the same time that lawmakers began to review the death of motorist Ronald Greene at the hands of state troopers. By way of background, some legislators last month accused Cain of dodging their questions in the matter. He has denied wrongdoing.
