Port oversight: Despite their critical importance to the local economy, Louisiana is the only coastal state in the South that does not have some kind of central body to create strategic plans and guide investment into its ports. A bill moving through the state Legislature aims to change that. Tony McAuley has the details. 'Tort reform': Plans to prevent big damage claims against businesses and insurance companies after storms or car accidents — a conservative priority dubbed “tort reform” — have fallen short.
