Building a brand new river for Baton Rouge

The Comite River Diversion Canal is a project that has been talked about for decades. At turns, it has been called a pipe dream, Baton Rouge's salvation from innundation, and a multi-million-dollar boondoggle.

But now shovels are in the dirt, and it is becoming clear just how enormous an undertaking this is: They're carving a whole new river from scratch.

When Louisiana pushed for criminal justice reform a few years ago, one of the big changes was ending the practice of sending 17-year-olds to adult prisons. But over the past few years, there have been several high-profile incidents where 17-year-olds escaped from and/or attacked guards in juvenile facilities. Now some lawmakers want to reverse their decision.

This story looks at some options they're considering, and why some advocates and officials think going back is a bad idea.
