Ournew frameworkis for providers, local authorities and systems. It focuses on what matters to people who use health and social care services and their families. It'll let us provide an up-to-date view of quality. Our framework Ratings and the five key questions remain. Quality statements focus on specific topic areas under a key question. Theyset clear expectations of providers, based on peoples experiences and the standards of care they expect. They replace our key lines of enquiry (KLOEs), prompts and ratings characteristics. Were introducing six new evidence categoriesto organise information under the statements. Registration is alsobased on this framework. It's the first assessment activity for providers in an integrated process. How we'll use it We will use a range of information to assess providers flexibly and frequently. Assessment is not tied to set dates or driven by a previous rating collect evidence on an ongoing basis and can update ratings at any time. This helps us respond more flexiblyto changes in risk tailor our assessment to different types of providers and services score evidence to make our judgements more structured and consistent use inspections (site visits) as a vital tool to gather evidence to assess quality use data and insight to decide which services tovisit. When on site, we'll observecare and talkto staff and people who use services produce shorter and simpler reports, showing the most up-to-date assessment. You can read more on when we'll start using our new assessment framework on our website. NOTE: We haven't yet published full provider guidance that describes our new regulatory approach. This will be published in advance of us implementing these changes and shared with all providers. We've published a new strategy that sets out how we'll engage with people and with organisations that represent people. The new strategy will run to 2026 and has four objectives: Build a trusted feedback service where peoples experiences drive improvements in care. Create a trusted, accessible public information service designed around peoples expectations and needs. Develop an inclusive approach to proactively involving people who use services, their family, carers and organisations that represent or act on their behalf in shaping our plans, policies and products. Work in partnership with organisations that represent or act on behalf of people who use services to improve care. In a new blog CQC's Director of Engagement, Chris Day, talks about the importance and value of involving a wide range of voices in our work. "As we make each change its important to hear from a range of voices both providers and people using services to make sure our changes work well" Workforce wellbeing and enablementis one of the quality statements in our new single assessment framework, sitting under our caring key question. We want to hear the perspective of providers and professionals working in health and social care; the organisations that represent them; and wider stakeholders on workforce wellbeing. We want to explore what good workforce wellbeing looks like and hear people's experiences of successes and challenges related to looking after their workforce. Later this year we'll beimplementing a new regulatory approach based on a new single assessment framework, the framework includes a quality statement on environmental sustainability. Through our regulatory approach, our inspectors may consider how providers have made efforts to become more environmentally sustainable. To support the development of our work in this area we have organised a series of focus groups, each specific to professionals from a specific sector in health and social care. Sign up to share feedback on your understanding and experience of incorporating environmental sustainability into your work and help us to appropriately introduce this focus into our new regulatory approach. There are ongoing opportunities to shape how CQC works on our digital engagement platform CitizenLab. Sign up now to access these opportunities when they're available. |
