Actively Managed Certificates (AMCs) are debt instruments issued by a Special Purpose Vehicles (SPV) as structured products tracking a specific strategy implemented by an external manager/adviser. (long only, CTA, global asset allocation, fund selections, hedge funds, etc).
Typically the manager will supply the SPV an index or the basket of instruments (ie liquid securities, bonds, funds, shares, derivatives, currencies, etc.) to buy/sell to follow the strategy.
