The suspect boarded the train at the Wiehle-Reston East station before assaulting a woman, attempting to take off her clothes and exposing himself, police say.
The federation's president, Tina Williams, says the group has been "urging" Fairfax County Public Schools "for months" to adopt its 11 pillars before reopening schools "safely."
