1983 - A deep winter snow pack and a heavy spring runoff created flooding problems along the Wasatch Front of Utah. On this date, a phone call from Salt Lake City mayor Ted Wilson to President Don Ostler of the Salt Lake Monument Stake yielded 2000 volunteers in one hour to build sandbag levees along State Street in downtown Salt Lake.
