L’ordre mondial est de nouveau ébranlé par les ambitions géostratégiques américaines. L’administration Trump a récemment exprimé sa volonté d’exploiter les fonds marins, avec pour objectif de concurrencer la Chine dans l’accès aux matières premières stratégiques. Cette technique consiste à extraire des minerais précieux situés à plusieurs kilomètres sous la surface des océans. Ces ressources comme le cuivre, le cobalt ou le nickel sont essentielles à la production de nos technologies modernes mais désastreuses d’un point de vue environnemental.

Le mois dernier, les États-Unis ont signé un décret exécutif visant à accélérer le processus de délivrance de permis d’exploitation minière en haute mer, en contournant l’Autorité internationale des fonds marins (AIFM). En effet, ils ne sont pas membres du cadre réglementaire de l’AIFM et n’ont pas signé la Convention des Nations Unies sur le droit de la mer (CNUDM) de 1982. Alors, violation du droit international ? La question demeure, mais le risque est bien réel.

Or, un autre obstacle fait face à l’administration américaine : Allseas, entreprise suisse, détient les technologies nécessaires à la réalisation de cette exploitation. Bien que le Conseil fédéral ait récemment exprimé son soutien à un moratoire sur l’exploitation minière des fonds marins, rejoignant ainsi plusieurs États préoccupés par ses impacts environnementaux, Allseas a manifesté son appui à la démarche de TMC. Cette position a suscité une interpellation au sein de l’Assemblée fédérale. Comme le relève la RTS (2025), la participation d’acteurs privés suisses à de tels projets soulève des questions sur la cohérence de la position officielle de la Suisse et sur les responsabilités de ses entreprises à l’international. La Suisse se retrouve alors au cœur d’un enjeu global, avec une responsabilité majeure.
