New EU chemicals enforcement project to focus on products sold online

In its June meeting, our Enforcement Forum agreed to launch an EU-wide project to check that products sold online comply with REACH restrictions and the requirements of the CLP Regulation. Its subgroup on Biocidal Products Regulation agreed to launch a project on labelling of biocidal products.

REACH

New intention to identify a substance of very high concern

One intention has been received for:

  • 2,4,6-tri-tert-butylphenol (EC 211-989-5, CAS 732-26-3)

Screening report for six sodium perborates

We have published a screening report to assess whether the use of six sodium perborates in products (articles) should be restricted in accordance with REACH Article 69(2).

The conclusion is that the current uses of these substances on the Authorisation List are adequately controlled.

Investigation report published for polycyclic aromatic hydrocarbons (PAHs)

Check our investigation report assessing risks to children from PAHs in granules and mulches in playgrounds and other domestic applications, such as gardening. At the moment, we do not recommend a REACH restriction proposal, and consider that a holistic approach to address risks from PAHs would be more effective.

CLP

New intentions and proposals to harmonise classification and labelling

Intentions have been submitted for:

  • 1,1,3,3-tetramethylbutyl peroxyneodecanoate (EC 257-077-0, CAS 51240-95-0)
  • Reaction products of diphenylamine with nonene, branched (EC -, CAS -)

Consultations on harmonised classification and labelling

We are looking for comments on the harmonised classification and labelling (CLH) proposal for:

  • Talc (Mg3H2(SiO3)4) (EC 238-877-9, CAS 14807-96-6)
  • eugenol; 2-methoxy-4-(prop-2-en-1-yl)phenol (EC 202-589-1, CAS 97-53-0)

For eugenol; 2-methoxy-4-(prop-2-en-1-yl)phenol there are two separate proposals, one from Denmark covering skin sensitisation and one from Spain for the rest of the hazard classes. Both proposals combine the draft (renewal) assessment report prepared according to the Plant Protection Products Regulation and the proposal for CLH under the CLP Regulation. For additional information, consult the European Commission’s Guidelines on Active Substances and Plant Protection Products.

For more information on this active substance and on the studies included in the CLH report, consult the draft assessment report on the European Food Safety Authority's consultation website.

Have your say by 18 August 2023.

Persistent organic pollutants (POPs)

Consultation on proposing D4, D5 and D6 to Stockholm Convention

The European Commission proposes to list:

  • Octamethylcyclotetrasiloxane (D4); Decamethylcyclopentasiloxane (D5); Dodecamethylcyclohexasiloxane (D6)

as persistent organic pollutants in Annex B to the Stockholm Convention.

Have your say on a draft scientific report by 10 August 2023.
