Russia condemned to pay 5 billion $ to Naftogaz
On 13 April, the Permanent Court of Arbitration in The Hague ordered Russia to pay $5 billion to the Ukrainian gas company Naftogaz. This amount is to compensate for losses and damages caused by Russia's seizure of Naftogaz's assets in Crimea when the peninsula was annexed in 2014. Arbitration decisions can be enforced through the enforcement mechanism: if Russia refuses to comply with the court's decision, Naftogaz will be able to implement the judgment on the territory of the states where Russia's assets are located... Black Sea Security Conference

Aid to Ukraine increases development assistance spending
The OECD published a report on 12 April regarding the global boom in official development assistance, driven by spending on refugees and aid to Ukraine. The total amount of such development assistance rose from $186 billion in 2021 to $204 billion in 2022. This is the fourth year in a row that aid has reached this level. Official development assistance to Ukraine is estimated by the OECD to be $16.1 billion in 2022, up from $918 million in 2021. Disquiet regarding the migratory crisis in the Mediterranean
On 12 April, the International Organization for Migration (IOM) announced that between January and March of this year, more than 400 migrants had died trying to cross the central Mediterranean. The first quarter of 2023 is thus the deadliest quarter recorded since 2017. The IMF released its global economic forecast on 11 April, which has deteriorated due to inflation, increased financial instability and soaring public debts. The IMF estimates that global growth will be 2.8% in 2023, down 0.1% from the previous forecast in January. For the eurozone, it predicts growth of 0.8% in 2023, and 1.4% in 2024.
