MISSION, Texas — A few hundred feet from the murky, green waters of the Rio Grande River, a handwritten sign tucked inside a plastic Department of Homeland Security property sleeve is duct taped to the trunk of a weesatch tree. It says “Asilo” — the Spanish word for asylum.
