Recently obtained documents reveal that a former CIA officer named Kevin Chalker may have spied on Qatar’s rivals to help it secure the 2022 World Cup and allege he may have offered his services to it to influence U.S. foreign policy. Various questions arise as the FBI determines whether Chalker's activities violated U.S. laws related to foreign lobbying, surveillance, and tradecraft: Why did Chalker aid Qatar? What benefit did he bring it? What lessons can be learned from this scandal?

Daniel Pipes, a historian, has led the Middle East Forum since its founding in 1994. He taught at Chicago, Harvard, Pepperdine, and the U.S. Naval War College. He served in five U.S. administrations, received two presidential appointments, and testified before many congressional committees. He is the author of 16 books on the Middle East, Islam, and other topics.

Cynthia Farahat is an Egyptian-American author, columnist, political analyst, counterterrorism expert, and fellow at the Middle East Forum. She has testified before the U.S. House of Representatives, briefed more than two hundred congressional offices, and advised intelligence and law enforcement agencies. 

Jonathan Schanzer is senior vice president for research at the Foundation for Defense of Democracies. A former terrorism finance analyst at the U.S. Department of the Treasury, he is the author of four books on the Middle East and was a research fellow at the Middle East Forum in 2002-03.
