Good morning from Berlin.

Who’s in charge? Germany’s next coalition government is aligned in a radical push to strengthen the EU’s security capabilities but still disagrees on how to overcome the obstacle of its own indecision, according to a draft of the coalition agreementwrites Euractiv’s Nick Alipour.

The draft, whose authenticity has been verified by Euractiv, emerged from ongoing coalition talks between the Christian Democrats and the Social Democrats.

Negotiators were reportedly overwhelmingly in sync on EU affairs—a key priority for the designated chancellor, Christian Democrat Friedrich Merz, who served as an MEP in the 1990s. In stark contrast to many other working groups, both sides reached common positions on all but one issue in the draft chapter.

A major obstacle to German leadership in Europe proves a towering sticking point: the German government must currently abstain from EU votes if the responsible ministries and coalition partners are unable to find a common position, which is nicknamed the 'German Vote'.

Over the last term, in particular, abstention was a constant threat as the German government fought very publicly on files like the EU’s 2035 ban on new petrol cars, further weakening its leadership ambitions.

Both partners want to put an end to Germany's European disarray. Yet the Christian Democrats have proposed a solution that the Social Democrats might see as an unprecedented power grab on EU policy.

Collision course. Council and parliament negotiators met yesterday to negotiate between current EDPS Wojciech Wiewiórowski or ex-commission official Bruno Gencarelli in an attempt to resolve an impasse, writes Jacob Wulff Wold.

A targeted revision of GDPR reporting obligations will be part of the third omnibus, which is expected "in the coming weeks," writes Jacob Wulff Wold.

At highest level. The European Commission leadership will discuss tobacco taxation “at the highest level” next week following mounting pressure from member states to take action, Sarantis Michalopoulos has learnt.

ROME

Russia reverses takeover of Italian Ariston. Russia has revoked Gazprom’s temporary management of Italian heating firm Ariston Thermo Group’s Russian unit, Ariston Termo Rus, following a decree by President Vladimir Putin.

The subsidiary had been placed under state-owned Gazprom Household Systems in April 2024, a move that sparked strong protests from Italy and the EU. Italian Foreign Minister Antonio Tajani immediately called for measures to protect European businesses targeted by Moscow’s retaliatory actions, urging Brussels to intervene.

Kremlin claims to be unaware. At the time of the temporary nationalisation, Russia’s ambassador to Italy claimed the Kremlin had been unaware it was seizing an Italian company, as Ariston is legally registered in the Netherlands and defended the move, blaming the Italian government for prioritising “sterile and dangerous anti-Russian geopolitical adventures” over national economic interests.

With Putin’s latest decree, Ariston Group regains full ownership and operational control of its Moscow-based subsidiary, which has operated in Russia for nearly 50 years.
