San Diego Gas & Electric is trying something new to nudge motorists in the direction of zero-emission vehicles. One facet of its strategy is a new structure for electric rates that makes it much cheaper to charge electric cars at home. According to their calculations, the new pricing means an overnight charge would cost about the same as filling up the gas tank at the bargain basement rate of less than a dollar a gallon.
