Dear Friend,

Welcome back to my Week in Review newsletter. Please remember to follow me on Facebook, X, Instagram, LinkedIn, and YouTube for regular updates on how I am serving the people of South Carolina!

Tuesday marked the ten-year anniversary of the horrific attack at Mother Emanuel AME Church in Charleston, South Carolina. As we reflect on that tragedy, I’m proud to share that a resolution I introduced with my colleague Senator Lindsey Graham unanimously passed the U.S. Senate. It honors the memory of those we lost and the incredible strength of their families, their church, and the Charleston community.

In addition to introducing the resolution, I took to the Senate floor to share personal reflections on the attack’s lasting impact and the enduring strength of those affected.

Week in Review

A Bold Step Forward

This week, the United States Senate passed the bipartisan Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act – legislation I cosponsored and championed as it advanced through the Senate.

The GENIUS Act – which is led by Senator Bill Hagerty (R-Tenn.) and also cosponsored by Senator Kirsten Gillibrand (D-N.Y.), Senator Cynthia Lummis (R-Wyo.), and Senator Angela Alsobrooks (D-Md.) – establishes a first of its kind regulatory framework for payment stablecoins, protecting consumers and strengthening national security.

This is a bold step forward – not just for financial innovation, but for American leadership, consumer protection, and economic opportunity.

Prioritizing the Best Value

The cheapest option doesn’t always best serve the interest of the government, even when we are working to be fiscally responsible. That’s why I introduced the Value Over Cost Act, which prioritizes the best value available instead of just the lowest cost alternative when choosing products or services for the federal government. This legislation would allow the Administrator of General Services to consider factors of quality and performance instead of only the lowest price.

Sharing the #SCSweetTea

Great news for Westminster and the surrounding area—the Chauga River bridge on U.S. Highway 76 is officially open again! This is a huge relief for families, commuters, first responders, and local businesses who’ve dealt with months of detours and delays. The new bridge is not only stronger and safer, it’s a major milestone that restores a key connection for our community. Thanks to everyone who had a hand in getting this done—from the crews on the ground to the neighbors who showed incredible patience. This is a huge win for Westminster, Oconee County, and everyone who depends on this vital connection! Read the full story here

New York Post: New Senate bill fixes flaws in fed’s system to block Chinese land purchases near military bases

By Ryan King and Josh Christenson

June 18, 2025

Three years ago, the Chinese took advantage of a defect in US protocols to block land purchases near American military bases and almost acquired terrain near Grand Forks Air Force Base in North Dakota.

Now, Senate Banking Committee Republicans are championing a new bill titled the “Protect Our Bases Act,” which is intended to patch up that protocol glitch to ensure the Chinese can’t acquire land near sensitive US installations.

“The Chinese Communist Party’s efforts to infiltrate and surveil all parts of the US national security apparatus requires vigilance from our national security agencies,” Chairman Tim Scott (R-SC), who is introducing the bill, told The Post.

“This legislation will enhance the review of foreign real estate transactions near critical national security installations, helping ensure CFIUS [the Committee on Foreign Investment in the United States] has the information it needs to protect our homeland and keep our nation safe.”
