How 2 dogs and a cat could end up changing laws

BY MATTHEW ALBRIGHT | Staff writer

It started with two Shih Tzus and a cat named Moo. The pets love to play escape artists, so their owners put up some chicken wire on a fence. But that resulted in a dispute between neighbors, and more fences started going up.
