Treated Seed and Parallel Trade Products

A new statutory Instrument (SI) is coming into force on 31 December 2023 extending the expiry dates for importation of treated seed and allowing HSE to accept applications for the temporary re-instatement of parallel trade permits in GB.

The expiry date for the importation of treated seed was 31 December 2023. This will be extended; interested parties will be able to continue to import, place on the market and use treated seed until 1 July 2027, this applies to seed treated in the EU and imported into GB.

Previously held GB parallel trade permits, that were in place on 31 December 2022, can be re-instated from January 2024. Applicants will need to submit applications to HSE requesting reinstatement, in line with the guidance below.

Time periods

The application window for applications to re-instate parallel trade permits is 1 January 2024 to 1 April 2024.

Permits will be issued by 30 June 2024 with an expiry date of no more than two years, or less if the reference product expires earlier. There will be an additional grace period of 18 months for sale, supply, use and storage.
