Startup Genome's newest global rankings define it (and parts of West Virginia and Pennsylvania) as such.
Baltimoreans might not consider themselves part of the DC metro area, but a premier analysis of global startup ecosystems does. Startup Genome's latest annual report on these scenes put the nation's capital at No. 17. That wouldn't quite matter in Baltimore, except that the trade and research group confirmed that it includes Maryland's biggest city in its definition of the DC ecosystem. In fact, it includes everything within a 100-kilometer radius of the district's center — an area incorporating much of Maryland, as well as parts of West Virginia and Pennsylvania.
