Dogs Must Be Walked Twice A Day in Germany Under Proposed New Law The bible tells humankind to "rule over the fish in the sea and the birds in the sky and over every living creature that moves on the ground." But if you read Treehugger long enough you will find us discussing how animals have rights, sometimes even that vegetables and other plants have feelings and rights, that we shouldn't just rule over them.   So its interesting to see the incredibly negative reaction to German legislation saying that people who own dogs actually have to take them outside and walk them. The Minister says "Pets are not cuddly toys — and their needs have to be considered." She's right.
