Prosecutors said the move was part of a scheme to defraud the Medicaid system out of $1.8 million. Classroom meetings set up as character-development sessions were listed as "group psychotherapy" and when the federal government halted payments, children were listed as having certain mental disorders in an effort to have the funding restarted.
