Killing prompts charge against ankle monitor company

The death of a St. Francisville woman stalked by her estranged husband has led to criminal charges against those who were supposed to be tracking him. Records obtained by The Advocate show how often Marshall Rayburn traveled close to Peggy Rayburn's home several times before she was killed last fall. How is DA justifying negligent homicide charges?
