EXIT STRATEGY: New Orleans Mayor LaToya Cantrell made it official Tuesday, asking a federal judge to end the sprawling reform agreement that has governed the Police Department for a decade. Her administration argued in a 54-page court filing that “the goal of durable constitutional policing … has been achieved.” OFF TARGET: Speaking at a community meeting at Household of Faith church Monday night, Cantrell said the Target chain had bought the former Lowe’s home improvement store site near Read Boulevard and Interstate 10 with plans to open a new department store there. WORST-CASE SCENARIO: Tens of thousands of Louisiana homeowners and businesses have lost their property insurance coverage in the past year, triggering a mass migration to Louisiana Citizens Property Insurance Corp., the state-run insurer of last resort.
