LEGISLATIVE LURE: After more than three hours of discussion, a bill to offer insurance firms $45 million to write policies in hurricane-battered Louisiana cleared its first legislative hurdle Tuesday. A similar sweetener after hurricanes Katrina and Rita in 2005 fell well short of its target, but Insurance Commissioner Jim Donelon predicts that if another one is not offered now, "Thousands of homeowners below I-10 and I-12 are going to lose their homes."
