A highly critical report on Minnesota’s Office of Health Facilities Complaints concludes that problems with the investigative structure and mistrust in management are to blame for an inadequate response to abuse allegations.

A Delano couple is offering a $5,000 reward after someone demanded and received a ransom for their dog. The dog was later found dead, apparently shot, on a nearby lake.  Bob Collins writes, "the civilized world will put up with a lot of incidents of savagery. But killing a dog isn’t one of them."
Allina Health is alerting patients over improper injections
Allina health says it's tracking down 161 patients who were treated at its Bandana Square clinic dermatology department dating back to October 2017.

Minn. utilities' tax breaks likely won't go direct to customers
Xcel says it expects the federal tax law will save the company $141 million. For Minnesota Power, it's nearly $24 million and for Otter Tail Power it's $5 million. Each of the utilities acknowledge that customers should benefit from those savings, but it could be awhile before we know what that looks like.
Dayton updates plan for lowering nitrate levels in water
Gov. Mark Dayton unveiled a revised measure Tuesday to reduce elevated nitrate levels in water supplies that includes restrictions on the application of farm fertilizers in the fall, his administration's latest move as it seeks to make protecting water a hallmark of his final term. | Previously: Free nitrate tests meet farmer resistance in Brown County.
House to take up school safety bill after Florida shooting
House Majority Leader Kevin McCarthy said Tuesday the House will take up a bill creating a federal grant program to train students, teachers and school officials how to identify and intervene early when signs of violence arise.
