The rationale for widespread testing is simple: it’s the only way to identify infected residents, have them isolate and slow the spread to others. In September, as cases surged, Canada averaged more than 68,000 tests each day, compared to 51,000 in August. By contrast, at the worst of the spring crisis in April, the monthly average was just 19,500. But not all of the provinces experiencing serious surges in cases are ramping up testing. As of now, three provinces are experiencing exponential growth in COVID-19 cases: Quebec, Ontario and Manitoba.
