BY DOUG GRAHAM | Staff writer New Livingston Parish President Randy Delatte says community engagement and transparency will be two areas of emphasis as he pledges to "protect and empower" residents, many of whom worry that an influx of newcomers to the area will crowd schools, roads and neighborhoods. Delatte will be sworn in Sunday as the parish's new leader. LSU ranked 108th in total defense in the nation this season and 81st in scoring defense.
