The US is seeing its biggest spike in daily COVID-19 cases since April, and more testing isn't why. Here's what's going on.

The U.S. on Wednesday recorded 34,720 daily coronavirus cases, the highest number of new infections since April. Meanwhile, three of the nation's most populous states — California, Texas and Florida — are reporting record-setting highs in daily new cases. Health experts say the surge in states is not because of an increase in testing and it reflects a potentially dangerous new phase of the pandemic.
