TROISIÈME FOIS: When Emmanuel Macron arrives in New Orleans on Friday, it will be only the third time that France’s head of state has visited the Crescent City. Brisk, tightly choreographed and highly scrutinized, Macron’s visit will feature new topics of discussion — climate change and the film industry — and will presumably lack the political hijinks that almost overshadowed the first visit, in 1960, by French lion Charles de Gaulle. As for the second such visit, by Valéry Giscard d'Estaing in 1976, here's a collection of archival photos. While in New Orleans, Macron plans to tout a fund to support French language education, which already flourishes in Louisiana. WHAT RECESSION? Louisiana's unemployment rate dropped to 3.1% in October, once again setting a record low as the state added 10,000 jobs month-to-month.
