The second of two critical turbines that power the city's pumps wasn't even operating at full capacity when it failed Saturday, causing many New Orleans neighborhoods to flood. That's the upshot of a report released by the Sewerage and Water Board on Tuesday, further amplifying criticism that people should have been warned ahead of the intense rains over the weekend. Ben Myers has the story. The Willows Apartments, the New Orleans East complex known for poor living conditions and violent crime, is being sold by its owner. Global Ministries Foundation won't name the buyer but says a "complete rehab" is planned. Sophie Kasakove has this report.
