The juveniles would be let out during the day to attend classes and group counseling. The building to be used is about a mile from where the state holds adult prisoners. Juvenile justice officials say this is not the permanent solution, just one to get Louisiana past recent troubles at youth facilities elsewhere. A plant with less pollution than anticipated? A St. James fertilizer plant says it is polluting less than anticipated after initially receiving an air-quality permit, and now wants to adopt the lower levels as a part of new guidelines. It is suggesting that the amount of fine particles allowed to be reduced by 12 percent and the amount of toxic emissions to be cut by 61 percent. On the flip side, emissions of some substances might increase, including some known to call haze or smog.
