South Carolina police have seized more than $17 million from residents over three years using civil asset forfeiture. In a first of its kind statewide investigation of more than 3,200 forfeiture cases, a team of USA TODAY Network journalists discovered police overwhelmingly seize cash and property from black residents. In hundreds of cases, no one is ever charged with a crime and in hundreds more, no one is convicted. But in most instances, police still get to keep the money and use it for their departments. |
