By Drew Broach | Deputy metro editor UNCOVERED: With Carnival over, New Orleans canceled its indoor mask mandate effective Thursday at 6 a.m. The announcement came as the latest data showed New Orleans was averaging 53 new daily cases of COVID-19 and a 2.5% test posivitiy rate last week, down from more than 1,000 cases and a 25% rate in January. THE PRICE OF POWER: Entergy New Orleans plans to ask the City Council for permission to borrow $150 million to cover past and future storm costs, effectively passing on that expense to ratepayers. If approved, the utility's 209,000 customers would see a surcharge on their monthly bills - averaging about $4 - for 15 years. BOOTED OUT: As New Orleans police tried to make sense of a mass cutting at The Boot, management of the popular Uptown college bar and the mother of one victim laid the blame on a 39-year-old man who left the premises, then was denied re-entry, for pulling a knife and wounding five employees.
