It's making it difficult to find a regular tenant for the property, which neighbors say is a nuisance and Jefferson Parish officials say is a wasted opportunity. PROSECUTOR CHARGED: A former prosecutor in St. Bernard Parish has been charged with bank fraud and money laundering related to the collapse of First NBC Bank. Glenn Diaz, 70, was a top prosecutor under St. Bernard Parish District Attorney Jack Rowley. He and two others were hit with a 19-count indictment Friday, but his lawyer says its all a plot to put pressure on potential witnesses against the bank's founder, Ashton Ryan.
