Here's what we know so far: The situation appeared to cool late Thursday after Canada's labor chief asked the government's labor relations board to force rail and union negotiators into binding arbitration. However, while railroads and union leaders said operations would soon resume, the situation was different on Friday. The Canadian Pacific Kansas City work stoppage continued, and Canadian National received notice the union may strike on Monday.
