US rule on city-backed retirement plans issued The Labor Department has completed its rule providing guidance for cities and counties that want to establish retirement plans for private-sector employees who don't have workplace retirement plans. The rule exempts plans sponsored by cities and counties from liability under the Employee Retirement Income Security Act of 1974 as long as the plans comply with certain guidelines.
