There are 14 categories for reporting, photography, criticism and commentary. Top honors went to the Arizona Republic for its reporting on the border wall; to the Cincinnati Enquirer for its local reporting on the heroin epidemic; and to the Des Moines Register for its editorial writing on health care. The USA TODAY Network had additional finalists in other categories.
