Previous research by the New York Cyber Task Force examined which innovations have given defenders over attackers at the greatest scale and least cost.

New research is working to flip the questions, and examine what technology, operational, and policy innovations have, over the past decades, done the most to systemically advantage the attackers.

This presentation discusses this research with lessons on what defenders can do to disrupt those attacker advantages.
