HUD wins dispute with insurers over housing inequality U.S. District Judge Rebecca Pallmeyer has issued a decision favoring the Department of Housing and Urban Development in a 10-year-old lawsuit in which an insurance industry group challenged a 2013 rule guiding the determination of when unintentionally discriminatory housing practices run afoul of the Fair Housing Act.
